Are you intending to re-export this? The installation from ti.com should be the route this gets installed, the installation checks export restrictions.
This is very old SW, we do not support using this in new products. It seems like we did not make any ECCN statement on this SW when it was released maybe 10 years ago. If you use this it is up to you to determine if the publicly available ECCN applies.
