I read the previous post and I still don't understand what does it mean that Device should not be held in reset for more than 5% of the time during which power is applied... ?? 5% of what exactly?

Hi Ohad,
Let me clarify those sentence again.
If you keep the device in reset too often or too long especially for more than 1 hour continusly or 5% of the total powered on time, will cause a gradual reduction in the reliablity of the part.
