This is a follow up to a previous post. We made the recommending power supply fixes and received the new PCBA's. Unfortunately, we are still unable to communicate over USB or UART. Our goal is to flash the device with USB and for it to boot via flash after the initial USB boot. We have used the following forum as a roadmap on the SK:
Upon power up of our new board the converters are outputting the designed voltage, the clock is running at 25 MHz, MCU_PORz is high, RESETSTATz is high, and PORzOUT is high.
Ch1: VSYS, Ch2: VDDA3V3, Ch3: SoCDVDD1V8, Ch4: VDD_LPDDR4 
Ch1: VDD_LPDDR4, Ch2: VDD_CORE, Ch3: MCU_PORZ

After testing our custom board we configured our SK with the same pinmode of 1101001100100100 (B0...B15) and our Windows machines did not recognize the port and the UART was silent, replicating what we have seen on our custom board.
We then flipped the pins on the dev board to make UART the secondary boot mode and it did communicate, but the data was unexpected.
