Is it device speed grade or actual operating frequency? Do I need to supply 1.3v(NOM) to RVDD if I'm using 456MHz speed grade device but actual operating frequency is 375MHz? 

If you are running the device at 375MHZ, You can keep RVDD at 1.2V(NOM).
