CCSV4.2.4 -TMS320VC5502 - XDS100v2 Debugger problems

I am using CCSV4.2.4 connected via JTAG to a TMS320VC5502 using a XDS100v2 Emulator. When using "Debug" mode in CCSV4, I can connect to the TMS320 and the program appears to load without errors. I can "run" the program, "breakpoints" appear to function correctly, but the processor does not appear to function. I know the Target Board works, because the program runs when loaded from the attached (via I2C) EEPROM. For example, writing some bits in the PGPIODAT0 register should cause several LEDS to light - this does not happen, even though the debugger shows that the step was executed. It's almost as if I'm running simulator, although powering down the TMS320 results in a "disconnected" error message from CCSV4.
