Problem with access PHY via MDIO in GMII mode on C6455

G'Day,

 We are having trouble accessing PHY via EMAC/MDIO in GMII mode on our custom board. MDIO doesn't detect PHY and doesn't set repsective bits in the ALIVE register. There is no clock MDCLK. We cannot even set the bit to enable the MDIO state machine via blackhawk emulator.

We set the current processor to "no bootload mode" and MACSEL[1:0] to "10"
