Linux/AM5728: Use as PCIe EP and source external clock

Hello I am using Linux 4.9 SDK, I am attempting to use the AM5728 as an PCIe End Point while sourcing the clock from the root complex. 

Along with configuring the AM5728 as an endpoint and disabling it as the root complex in the device tree, I believe I also need to set bit 7 in 0x4A00821C register.

1) Is this assumption correct?

2) Is there more that I need to configure to make this happen?

3) How do I set 7 in 0x4A00821C register?
