1) When a coded picture buffer (CPB) is sent to the decoder via Vdec2_process, does it need to be a complete frame or can you send partial frames?
2) If multiple CPB packets per frame are ok, does a following frame need to start as a new packet or can it be part of the last frame?
3) Does the SPS/PPS need to be sent as it's own coded picture buffer or can it precede the I frame that follows all in the same CPB?
