TMS320C5517: Can VDD_ANA be grounded?

I have developed my own board based on a TMS320C5517 DSP. Unfortunately, the DSP is stuck in reset at power-up. My only doubt regards the VDDA_ANA (A10) pin. In my board, it is connected to GND. 

Also, pin D12 (DSP_LDO_ENn) is tied high, in order to disable the internal LDOs. According to the datasheet, in this case the POR circuit should not monitor the VDDA_ANA voltage, thus I expect that the POWERGOOD signal becomes high even with the VDDA_ANA pin tied to ground. Is it right, or the DSP is stuck in RESET due to the lack of voltage supply to the VDDA_ANA pin?
