If we have purchased a large quantity of TI products (evaluation models), can we purchase training/support for that? I understand that TI doesn't provide support for C6416T DSP, but can we purchase support for that?

I'm sorry, TI does not have a paid support model to offer. There are a number of 3rd parties that have experience in DSPs which may engage in such a model.
