In addition, We never have to connect '1.7 V Power' and 'L13', don't we?

This is for burning the encryption key in high security devices, if you are using a general purpose device then you should leave this pin disconnected. Please search the E2E forums, there are many threads where this has been discussed before:

The point is L13 pin to burn encryption key, currently not completely to support.
That's why we have to leave L13 float.
