TMCS1100-Q1: How to make sure it carries 16 A of current without getting burnt.

I need to sense the PV side DC current of the grid tied inverter I am planning to design. The maximum short circuit current for a string will not be more than 16 A. As per the sensitivity and the ratings mentioned in the datasheet, TMCS1100A1 (50mV/a) should be enough for measuring this current. But I am skeptical about the current carrying capacity of the package (8-SOIC, 0.154", 3.90mm Width), although as per datasheet it can handle continuous current of 20 A. 

Please tell me can I use this sensor for 16 A continuous DC current measurement? What kind of PCB design rules I need to follow to comply with the thermal characteristics?
