DCA1000EVM: Unable to read FPGA Version and no data received; FPGA flashing issue

Hi, I am trying to use mmWave studio to read from the DCA1000EVM using the IWR6843AOPEVM radar module. Following the DCA1000EVM setup I ran into the following issue when trying the "Set Up DCA1000" step where the FPGA version read is timing out and not allowing the device to connect. I am using Windows 11 and have turned off all firewalls. 

I then tried flashing the FPGA on the DCA1000 via the Diamond Programming v3.10 as described in section 9 of https://www.ti.com/lit/ug/spruij4a/spruij4a.pdf. But was not able to send the erase command or connect to the FPGA at all due to the following error when performing the JTAG scan: 

manually specifying the device type (ECP5UM and LFE5UM) results in a failed to program error (both FTUSB-0 and FTUSB-1 have the same issue) and I did confirm that the FTDI drivers are correctly installed and working:
