How long does it take after application of power for the LM20 provide the rated output signal (esp for -40C operation)?

Steve,

Unfortunately, we do not have the power-on settling time for this part. If you like I can measure the settling time for a few parts using the EVM? I will need to know your load condition like the series resistance and capacitance since these will determine the time constant of the output voltage. The estimated time for this job is a week due to a tight schedule. Let me know if you want me to proceed.
