How to send the water flow reading(data) from the TDC1000-TDC7200EVM software to the IOS application?

The TDC1000-TDC7200EVM has been obsoleted. For TI's latest ultrasonic based water flow metering device, refer to the: MSP430FR6047
If you choose to proceed with the TDC1000-TDC7200EVM, you can find the "TDC1000_7200EVM_Firmware_Source-v2.01.zip" as part of the previously available installer for the TDC1000_7200EVM_Installer for the GUI. The source code will help serve as an example on how to implement the code to run and extract data between the TDC devices and your master controller. There is no specific example code available for IOS.
I made the firmware upgrade like the manual, but what you mean about the source code?
Also, Do you mean that the data(water flow reading) cannot transfere from the TDC1000-TDC7200EVM GUI to IOS application or it can be transfere but it is not available?

The TDC1000-TDC7200EVM GUI is not intended to be paired with any additional or external software applications, such as an IOS application.
It is possible to re-purpose the TDC1000-TDC7200EVM hardware for custom software development (i.e. for an IOS application), but TI has not developed any specific examples for IOS. The source code (attached) provides some of the low level functions SPI functions to communicate with the EVM and the USB code to interface to a PC.
Yes, it is possible to send data from the TDC1000-TDC7200EVM to a database or cloud if you implement your own code to do so.

Unfortunately, there is no manual that shows how to export TDC1000-TDC7200EVM to a database. The source code download I previously posted will at least help you get data from the TDC1000-TDC72000EVM onto your computer through a serial COM port, but you will need to determine how to transfer the data from your PC to a database.
