What is the maximum safe voltage on the input pins S1-S8 when Vcc = 0V?

The absolute maximum ratings can be seen in the datasheet below:
So when VDD = 0V, the maximum is VDD+0.5V, which would be 0.5V. Reason for this is that there are ESD protection diodes intrgrated into each input and will forward bias and short the device if the input voltage exceeds the VDD voltage by more than 0.5V (approximately one diode voltage drop).
