Can we use SN74LV4051A with the following power supply sequence?
3V to analog input --> 4ms --> 5V to Vcc
Is it possible to use since the absolute maximum rating of VI is -0.5 V to 7 V?

You may not place 3V on the SN74LV5041A I/O pins (Y0-Y7) without a supply voltage present. You can see this in the abs max table below. If you have the I/O path voltage above the supply voltage pin VCC the device protection diodes will begin to conduct.
The Vi spec you reference in your post is talking about the logic select pins (A,B,C) that do not have protection diodes on those pins.
If you are looking for a signal switch that you can have a voltage on the I/O signal path and Vcc = 0V you need to look for devices with a feature we call Ioff or powered off protection. This feature places the I/O path in Hi-Z state when Vcc = 0V.
