The TS12A44514 like all the TI passive FET switches do not have a drive capability. The logic high and low of the signal path will be determined by the transmitter and receiver you connect to the passive FET switch I/O pins COM and NO pins.
The current consumption Icc for the TS12A44154 is 50nA and it doesn't matter the voltage place on the I/O signal path.
The digital control logic pins labeled "IN" for the TS12A44514 device are Hi-Z inputs and do not require large current to provide the switch with logic high or logic low. It will only leak a couple of nA worst case.
If you are looking for a device that has drive capability I would look at an I/O expander or a level shifter and not a FET switch.
