I just have a question about the TS5A3160 device regarding whether or not to bypass the V+ supply, no mention is made in the datasheet of performance of PSRR or any other performance criteria related to bypassing of the V+ supply with a nominal 0.1u capacitor. Is this because it is assumed the designer will do so or because there is really no performance benefit when it is done?

The 0.1u capacitor is a decoupling cap used to reduce noise from circuit elements. The capacitor acts as a shunt to block off the noise. Using this external component is common practice on your supplies.
