Workspace Graphs not restored

I am running CCSv4.2.3 on XP SP3.  I open a total of 2 Dual Graph windows.  When I exit CCS, then restart, only the first Dual Graph is restored.  The second one is not, and instead 2 linear graphs are displayed.  Is this fixable?
