Error connecting to target C6657 (TMDSEVM6657LS) using on-board XDS100v2 USB Emulator

Here is my setup:

Board: TMDSEVM6657LS

Board setup: Set SW3, SW5, SW9 to "No-Boot, Little Endian Mode" (using this doc www.ti.com/lit/ug/tidua45/tidua45.pdf as a reference)

Emulator: REMOVED the XDS200 mezzanine board.  I am using the XDS100 onboard emulator

IDE: CCSv6 (6.1.1.00022)

When I ran the "test connection" from CCSv6, I got the following error.
