CCS/MSP432P401R: CS_DAP_0: Error connecting to the target XDS110 (Error -260 @ 0x0)

I am running CCS Version 7.1.0.00016 on a Windows 8.1 Dell desktop PC. My LaunchPad is a brand new MSP-EXP432P401R. When plugged in to the PC's USB port, the launchpad runs its out of the box flashing led demo application. I have tried numerous ways of connecting from the CCS to the target board but they all fail with an "error -260"  type message.  On a command prompt when I run the "xdsdfu -e" command, I get a reply back that says "Scanning USB buses for supported XDS110 devices... Found 0 devices.". Also, when I look at the device manager output with the LaunchPad plugged in, I don't see any virtual COM ports created.

I tried connecting to the LaunchPad from a different laptop (with USB 2.0 ports) running Ubuntu 16.04 Linux with CCS Version 7 and ended up with the same results. 

I will appreciate any suggestions on what it is that I am missing. I am new at this, so please don't assume that I have not stumbled over the obvious.
