CCS/TMS570LS0914: A router subpath could not be accessed

HI All,

I have a custom developed PCB with  TMS570LS0914 . I am having , he CCS version is : 7.4.0.00015  and XDS200 digital spectrum as a USB based JTAG emulator. When try to run debug ( to download .out file) , i am getting an error message as below.

CortexR4: GEL Output: Memory Map Setup for Flash @ Address 0x0CortexR4: GEL Output: Memory Map Setup for Flash @ Address 0x0 due to System Reset
CortexR4: Error: (Error -242 @ 0x0) A router subpath could not be accessed. The board configuration file is probably incorrect. (Emulation package 7.0.100.0)
CortexR4: Trouble Halting Target CPU: (Error -2064 @ 0x0) Unable to read device status. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 7.0.100.0)

I presumed that JTAG interface / connection is proper as IR and DR integrity test is successful every time when i execute "Test connection" in CCS.

Please throw some lights on the error message to overcome this issue. Thanks in advance for your quick response.
