Is there an app note to show how would you connect the 16 cells to the 20 cell design?

Hi Tom,
The cell count for each part could be reduced to 8 cells according to the data sheet table 25, http://www.ti.com/document-viewer/BQ76930/datasheet/configuring-alternative-cell-counts-slusbk24812#SLUSBK24812.
Figure 7 of http://www.ti.com/lit/slua810 shows a 7 cell implementation of the BQ76930 as an example of reducing the cell count. Note that the bottom of C7 should connect to GND like the data sheet or TIDA-01093.
Voltage ratings of the components should be fine, you will have some reduced voltage with the lower cell count. Be sure to check for operation. You may want to move the blocking diodes for REGSRC inputs from the source to drain of the source followers for more voltage.
