PSPICE-FOR-TI: Installer Hangs Before Finish, then A valid License was not found...

Tool/software:

I'm trying to install PSPICE for TI and the installer hangs at or near the final step.  I closed the installer, rebooted the machine, and invoked PSPICE for TI but I get this message:

ERROR(ORCOMMN-12005): Unable to launch OrCAD PSpice TI. A valid License was not found at the <none> license server. Update the license server configuration to include OrCAD PSpice TI licenses.

I've reviewed other postings:

I installed it without elevation, just for my username, and there are no other OrCAD or Cadence products installed.

The license file located here, is empty (a 0-byte file):

c:\Users\<user>\AppData\Roaming\Cadence\VBL\TI_PSpice_231\license\license.txt

I assume it was unable to download the license file.  How do I get the license file?
