Can you collect some data and I'll subit that to Cadence for analysis.
CDS_LIC_QA_TesT environment variable
The CDS_LIC_QA_TesT environment variable is a testability code that is set on the client system running the Cadence tools. The variable is set for troubleshooting Licensing issues. CDS_LIC_QA_TesT must be set before the invocation of the Cadence tool. The value of this variable is any writable area on your system.
Windows:
Access the Windows button, search for edit environment variables for your account.
New > CDS_LIC_QA_TesT = c:\cadence\qalog.txt
After setting this variable, invoke the tool. If you get a Licensing error, send the qalog.txt file to Customer Support. The qalog.txt file can grow quite large over time. Hence, it is best to unset the variable when your problem is solved.
Note: Do not set this variable in c:\ drive as you may not have write permission there and the file will not get created. Please set it either in c:\cadence or in a different drive like d:\ .

Are you connected to VPN? Have there been any network changes recently (within the past month)? These might trigger this response.

Some other trouble-shooting suggestions from Cadence:
Can we ask user to invoke "nslookup cdsplicwc.cadence.com" from cmd (regular, non-admin one)?
If answer section is not present or error encountered, it means that user's DNS can't resolve needed host and he need to contact local IT administrator to fix it.
Share me the output of this command from user's cmd window.
Also on the same machine ask user to check below link in a browser and see what is the output

Not VPN, just whatever network setup my company uses, which includes Zscaler. But it worked with Zscaler before.
When I tried that link, my company firewall blocked it because it said it originated in China.

Not sure why you're getting a China block on the connection test.
I've provided your inputs to Cadence. Any luck in posting the qalog.txt file using Insert -> Image/vidoe/file?
That may help with the debug as well.

Thanks. I'll get this to Cadence. I'd suggest turning off the environment variable so it doesn't continue to collect data. File is already 1.5M

Hi Shawn,
The QA logs suggest that the URL is blocked by your firewall.
In the log file, there's a notation (vbl) Failed to get response: reason="Forbidden" code = 403
Can you see if you can open up a connection to the following URL:
https://cdsplicwc.cadence.com/chws/b2c/v2
If not, please check with your IT. They may be able to white list this site so that you can access it.
