The TVS should be chosen based on the expected operating voltage range (which will influence the TVS working voltage range/breakdown voltage selection), the maximum voltage rating of the pin being protected (which will limit the TVS's peak clamping voltage), and the level of transient immunity needed (which will influence the peak current seen by the TVS).  To understand how to weigh these difference concerns, you can reference this blog on TVS selection for transceivers:
