On-chip OAD projects typically require three components: mcuboot, basic_persistent, and basic_ble_oad_onchip. However, no mcuboot project is found for CC2745. Does this indicate that CC2745 no longer requires mcuboot?

Yes, you'll need to first download persistent using Uniflash, but you'll also need to make sure that the following setting in Uniflash is set:
otherwise, if this is not set, the persistent app will be deleted.

I believe the issue is because the Do not erase before program load needs to happen after the first image is flashed, and not before. My apologies.
Please try the following:
1. Flash the basic_persistent_sb.hex image.
2. Flash the HSM firmware
3. Now select Do not erase before program load
4. Load the basic_oad_on_chip_sb.bin file at 0x31000
Now you should be able to upload your new firmware. Make sure that the new firmware that you are uploading has a higher version number. You can change the version number in sysconfig:
