CC2640: Can't Connect CC2640 as an external target to CC2650LP

I'm attempting to flash a CC2640 using a CC2650LP. And I keep getting the error message

1	`IcePick_C: Error connecting to the target: (Error` `-242` `@` `0x0) A router subpath could not be accessed. The board configuration file is probably incorrect. (Emulation package` `6.0.228.0)`

I'm using cJTAG and can't seem to figure out the problem. I removed all the jumpers from the launchpad and it still won't work. I made sure the launchpad works and the connection from the CC2640 to the launchpad works. The only thing I was unable to confirm is whether or not the CC2640 actually worked. The CC2640RSM is brand new so I doubt that it's broken.I

Do you have a battery on your board? If not, you need to place the jumper on the XDS110 Power block (to the right of your cable) to supply power over the 10-pin cable.

We tried that and the green light on the XDS110 went out and then the CC2640 started smoking. We immediately disconnected the CC2640. We don't have a battery on the board.
