No, that is very unlikely. Can you provide more details on why you think that the PA is damaged?
Is this a custom board?

We have 2 transceivers on a board both are using the reference design. Xceiver One is using an internal antenna 2dBi, xceiver two is using an external antenna 15dBi whip. The units with failed transceiver chip are all xceiver two. Pin 17 (PA) has a pull-up to 3.3V with a 10 Ohm resistor. A good xceiver measure 3.27V on this pin the bad xceivers measure 1.7V on this pin. Thanks for the help, Martin

Did you measure 3.3V on pin 17 on the receiver two before you started the transmission?
Could you upload the schematic and layout of your design so that I can take a look?
