I want to setup 6lbr to run 6LoWPAN (Sensortag CC2650) with a CC2531 USB dongle on Raspberry Pi. I am confused about where to start. How to make CC2531 usb dongle as the slip radio. From where I get hex file for CC2531 usb dongle.

It help me a lot, but I didn't found the hex file for the CC2531 USB dongle. I am looking for a hex file of CC2531 USB Dongle. In [1], the hex file is given but it has been removed ago.
The processors Wiki is deprecated so you will need to find another site which is hosting this firmware. Contiki-OS appears to have CC253X support, or you can also check out the Contiki-NG project which includes CC2538 and SimpleLink (CC26XX / CC13XX) device support. Please note that TI does not maintain 6LoWPAN software solutions.
