CC2538: Can this SOC be flashed using a USB-Serial converter module for the first time?

Is it okay to say that every cc2538 IC comes preprogrammed with a serial bootloader with which one can flash it using and any generic USB-UART converter?

I tried doing it once and failed at handshaking step itself . Flashing it via smart rf06 EVB is however succesful.

Yes, every cc2538 IC comes preprogrammed with a serial bootloader which is in ROM.

When you flashed through the SMARTRF06EBK, did you use the UART SBL interface or the XDS100v3? Have you confirmed that the proper pins are connected with your custom PCB?

Which means any out of the box cc2538 chip can be programmed via usb-uart module using serialboot tool on windows?
