Cortex A Vs Cortex M

Adding one more thing: Cortex A8 is more suitable to be used as application processors running high level operating system and Cortex M usually is used as Microcontroller core as well as inside SoC as a controller.

Cost is relative: it depends on what you want to do. You need to consider your project requirements in terms of performance, power consumption and peripherals and select the right processor. I am quite sure TI has a solution that fits your needs, since our portfolio, from MPU perspective, goes from ARM 9, Cortex A8, Cortex A9 to Cortex A15.
