CCS/EK-TM4C1294XL: Debug Issue on the EK-TM4C1294XL using an XDS200

I'm trying to use the XDS200 debugger from Spectrum Digital on the 10 pin JTAG port of my EK-TM4C1294XL Tiva Board.  I'm using CCS 7.2. 

I was able to successfully create a Target Configuration for the XDS200 and have verified that the probe is talking to the TM4C1294 correctly using the "Test Connection" feature.  The problem I'm running into is the Debug is not working.  It appears that the program I'm trying to load does not load and all of the normal debug options are not available (i.e Resume, Step Into, etc).  I noticed when I select the Debug button that the Probe shows "Disconnected" instead of "Suspend".  When I try to connect the probe, all of the normal debug options will become available but the debugger starts at a random memory location.  (Resetting does not work).

If I revert back to the Stellaris On-Board debug probe that's built on my Evaluation board.  When I select the Debug button, the program loads the current firmware and it runs to the main() location. It appears to be a setup issue with the XDS200 but I'm not able to find the problem.

I've attached some screen shots that show what CCS is doing using the different debug probes.
