Unable to Interface with Board

I have spent about 10 hours now trying to interface with this board. Upon following everything to the t and even trying my own magic, I have yet to see any response from the board other than the LEDs being on when it is plugged in.
I have noticed that the board I have has epoxy over the dip switches. The instructions clearly state that pins 2, 3, and 4 should be ON and the others should be OFF. The epoxy has glued all the switches in the correct orientation except for switch 3 which is in the OFF position. I observed an identical board to verify whether the epoxy was a mistake, but the other board also had the switches epoxied in the same orientation (only switches 2 and 4 are ON).

Any help to get this board working would be greatly appreciated!

I am running Windows 7 x64 and have access to Ubuntu x64. I have attempted both Terra Term and MobaXTerm for serial communications. I have also verified that I am using the correct COM port. I also verified that I am using the correct baud rate, parity, etc.

EDIT: 

  • The board I am using is the TMS320C6748 DSP Development Kit (LCDK).
  • By interface I mean communicating with the board via serial communication from my Windows 7 PC using Terra Term or MobaXTerm.
  • Upon messing around with the DIP switch, I realized that there wasn't epoxy, it was tape which I removed. Oops! 
  • The board was sent to my professor so that he could use them in his course. He is having the students test them to determine whether he should use them as a required project in future courses.
  • At one point the board did send the line BOOTME to the terminal on my computer (before removing the tape and changing the switches to the correct orientation) but I have been unable to reproduce that result.

  • 1. Why would someone epoxy the DIP switches on two boards? I recommend you find out who did that and ask them how to interface with the board.

    2. What does 'interface with this board' mean in this context? Apparently has something to do with a COM port and serial port.

    3. Which board are you using? One of ours, one of your own design, one of our EVM suppliers'? It is not easy to help with an unknown board and an unknown problem with that board.

    From this statement of yours, it is not clear to us, what board you are using, what you plugged in?? Did you get this board ( with epoxy) shipped from TI? Try to find who did the epoxy on the board and why... etc.
