After you flashed the program successfully, you have to set the boot switch settings in SPI boot mode :
SW1 [1:4] - 0000

You have said twice that you have flashed the SPI Flash successfully. What exactly does that mean? Does it mean that you have verified it is correct or that the spiwriter says it completed successfully?
Are you able to change the boot mode on your custom board? If you set it to SPI boot mode, do you see activity on the SPI lines after a reset?

You only need to reset the chip before trying to boot from the Flash, not before programming the SPI Flash device.

Firstly, i download it under the spiboot mode, when i poweroff,then poweron my board , nothing happen.
secondly , i change the boot mode to the simulition debug mode before i download the app, then i change the boot mode to the spi mode, it works.
so, my question is :is the steps above is necessary definitely?
when i download the app,if it is on uart mode, then i change the mode to spi mode, can it boot successfully?or i just can download the app under the simulition debug mode?
OK. It is like this:
1. We set the boot mode to the simulication model
2. Then we write out .asi image to it by the spiwriter
3. finally we change the mode to the spio boot mode by your suggestion, and it works
