Starterware public repo?

There is no such repository yet but a large bunch of code, corrections and examples here in this forum.

So I think such a repository does not exist because nobody (from outside of TI) has created it yet. The StarterWare license itself should not be a problem.

I think this should be TI's responsibility. Searching through fixes in tis forum is the worst possible method I can think of.

If they are discontinuing further internal development they should, as a final act of kindness, turn it over to the public to carry it forward.

TI isn't doing something like that (they are overchallenged even with this poor little forum here).

So when community does not do it, it simply will not be done.

That is understandable. As part of "the community" I would even volunteer my time and effort to help maintain a public repo. 

Unfortunately TI's Starterware repo is "private" and not available to "the community". Unless they do the first step it would be useless.

I don't know where you see something "private"  - the sources are part of StarterWare package and as fas as I can see it, their license does not forbid such a step.
