XIO2001: Enumeration problem

I am using the XIO2001 with a Concurrent Technologies TRD2x SBC. I cannot get the SBC to enumerate the bridge. I am using the SBC's 100MHz REFCLK directly from the SBC. I have the SBC Bios setup to automatically detect the ePCI generation (1 or 2). I have removed power from the 3V3 Auxiliary pin as I have no intention of using it. I need some advise please.
