TCA9517: I2C BUS buffer where there is time interval between VCCA and VCCB being powered UP?

My application requires i2c bus buffer in which one side of the i2c circuit power up early than the other side . Does TCA9517 can act as a buffer which would avoid leakage leakage path between two i2c power domains?

N.B Both side of my i2c interface are working at same 3V3 power but both are not powered at the same time.There will a delay between both supply.

    Yes, the device can be used this way.  The device acts as a buffer, so the pull-up currents on one side would not be seen by the other side.  And, when one side is unpowered (VCCA or VCCB at 0 V) the device will keep its SDA/SCL output drivers de-activated until the supply voltage reaches a certain threshold.  (Please see Section 11 in the datasheet for further details on this.)
