I’m looking at page 16 of the TI datasheet. What do they mean by host protocol device? Is that a MAC or connection to a processor/FPGA??

Yes, a host protocol device for Gigabit Ethernet is a MAC (Media Access Controller) device. For non standard (non Gigabit Ethernet) applications an FPGA can be protocol device as well.
