Voltage Level Translation, SN74LVC4245A
Looking at the data sheet it seems that power-up sequence is critical for this device,
the data sheet also recommends that OE_ be tied to VCCa via a pull-up resistor.
My question is;
If OE_ pin is not controlled for no-isolation, can it connect to ground(no pull-up)?
