The load restriction applies only to the data I/Os. The OE pin is a high-impedance CMOS input and works with any pull-down value.
To convert unidirectional 3.3 V signals to 5 V, you do not need an auto-bidirectional translator; you could just as well use a buffer with TTL-compatible inputs like the SN74AHCT541.

Already layout everything complete with this TXB0108 IC. So may I know If I use TXB0108 for unidirectional, is there any issues?

Hey Monisha,
Since this device will be translating between two MCUs (high impedance inputs), then there will likely be no issues. As Clemens' has stated, long traces will add more capacitive loading so its recommended to keep them short to avoid the issues that were also highlighted by Clemens.
