Hi Rakesh,
Sorry for the late reply. In relation to your question, according to the TI DLMS COSEM library usage Appnote linked below, four byte addressing is supported. Refer to page 2 of the Appnote under features.

Already I have gone through this document and it don't give any information regarding 4 byte addressing in DLMS/Cosem Library.
