In general, DRV8434A can detect stall if the voltage drop across the motor coil resistance is lower than the supply voltage.
What is the coil resistance of your motor? I suspect with lower VREF, the current is minimized and stall detect is possible…
No, while CS is high is not a time to change channel_select.
Note that when CS is high the device is likely in acquisition phase, which should be avoided to do any type of changes.
