If you asking can you place decoupling cap and TVS diode on a Captivate capacitive touch pin, no.
A typical decoupling cap is 0.1uF and exceeds the maximum 300pF limit. The TVS would add additional capacitance.

I did some test in my side and also consult CapTIvate expert then the calibration will need around 1 sec without EMC enable.
If enable EMC function, will take about 2~3 sec.
