Yes, two DP83TG720 PHYs can be connected back-to-back as proposed. It is best to have some controller for configuration to easy any debug if the need arises similar to the EVM.

Since I am going to use the Ti Module DP83826-EVM-AM2 the Mac interface, as I mentioned it can be Ither RMII or MII. Whichever will be lower cost.
