For TI we have the SN54HC590A which is a hi-rel military grade part. Unless you would be willing to switch to bipolar inputs in which case we have SN74LS590 . That being said we do not have simulation models for counters at this time.

So we don't have something that can do what you're looking for in just 1 package; however, you can use one of our BCD to 7 Segment display decoders + one of our counters that has an output register built in.
