I try to use a SN74LV1T125DBVR in my design as an interface between a 3.3V CMOS device and a 5V TTL device.
I use it like this :
Input A > pin 2 > GPIO Signal 0V or 3.3V
Ouput Y > pin 4 > GPIO Signal 0V or 5V
VCC…

from our datasheet page 5, "7.3 Recommended Operating Conditions", the VI is from 0-5.5V, so i suppose it can support 3.3V for OE…

SN74LV1T125's data sheet only specifies Θ JA as thermal parameter, but could you also provide such thermal parameters as Θ JC , Θ JB , Ψ JT , and Ψ JB ?
