if DP/DM idle for over 3ms after hub 3.3v supply goes high but GRSTz still low, host device may goes into suspend.
so reset low between 1ms to 3ms should work.

Hi Brian,
I was finally able to deadbug a MEMS oscillator onto the board and it worked great (along with the other mods). I think the routing for the xtal was not optimal and that caused the issue.
