Typically, the maximum frequency of a VFC is not adjustable in monolithic Voltage-to-Frequency converters. The VFC32 allows for a much wider frequency range. Can you use this device? I do see also VFC320 and VFC110 for voltage to frequency operation…

Unfortunately, the LM331 is not useable at 1 MHz. If there is some flexibility in term of supply voltage - higher voltage in this case, the VFC320 has a typical top end frequency of 1 MHz. Here's a link to the datasheet:
